Currently, PreviewsState checks cover quite a lot of the eligibility checks for HTTPS server lite page previews; however, the rest are done out of band before triggering the preview. To support both ways of serving HTTPS server previews (navigation throttle and URL Loader), these checks should all be moved to PreviewsState checks. This will make the set of checks consistent.
