Support certificate transparency for Android WebView

This is currently disabled for the sake of being explicit [1]. I'm not sure if we actually want the WebView project to keep this disabled, or if we intend to enable this in the future (along with Chrome for Android), so I'm filing a ticket. Feel free to close if we don't want to support this.

I'm aware we have not yet launched on Android [2], and WebView must block on that. Feel free to mark this against the ticket tracking Android support.

AW: link to bugs for WebView net features

No change to logic, only links to bugs in comments.

WebView currently does not support either Certificate Transparency or
QUIC. This updates the comments to link to the crbugs tracking this
work.
