We should move away from a NavigationThrottle toward a URLLoaderRequestInterceptor for HTTPS server previews. This design allows us to handle errors more robustly in a way that should not affect other parts of Chrome the way the current pattern (NavigationThrottles cancel + restart navigation) does. This allows us to more effectively act like a network intervention on Navigations.
