dlcservice is a client system service that handles DLC module request (install/uninstall). go/dlc-service-proposal 

currently it is covered by unittest and an integration test is ideal given it interacts with other system services (imageloader, update_engine, etc.).

The tast test in question launches dlcservice, then wait for it to exit on idle after 10s. This tests the service exits on idle.
