Laggy "New tab" animation for a minute after launching Chrome.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Close Chrome if it is open.
2. Launch Chrome.
3. Click on "New tab" button on the tabs bar. 

What is the expected behavior?
Smooth animation.

What went wrong?
The animation freezes for a moment before reaching the end of transition.

Did this work before? Yes Chrome 70

Chrome version: 71.0.3578.98  Channel: stable
OS Version: 10.0

Just checked again, and actually I have this issue on previous versions as well.

Unable to reproduce the issue on reported chrome version 71.0.3578.98 using Windows 10.
Steps: 
------
1. Launched reported chrome 
2. Opened new tab by clicking the "New tab" button on the tabs bar
As we have observed the smooth animation  

@Reporter: Request you to retry this issue with fresh profile without any extensions & apps or reset all the flags and let us know if issue still persists.

I tried launching a fresh Chrome but the issue still persisted. 
Have reinstalled all the drivers that might be related to this issue (chipset, GPU). 
I was using the Windows 10 1809 with the latest patches. 
After reinstalling the Win10 1803 version the issue no longer persists. My only guess is that a patch that was not installed properly might have broken something in the system data.

Unable to reproduce the issue on Chrome version# 71.0.3578.98 using Windows-10 1803, as we are seeing here the latest update on Win OS as 1803. Hence routing this to Inhouse for further triaging the issue if Windows 1809 is present over there, adding TE-NeedsTriageFromHYD label to it.
