[WebXR/VR component install] "Installed VR module" msg appears every time.

Issue description

Chrome Version: 73.0.3667.2
OS: P, O
Device: Pixel 2

Note that this is a new issue, I haven't seen it before.

On WebXR sites, the msg is displayed every time after the "Enter VR" button is pressed. WebVR pages show it as soon as the page loads.

What steps will reproduce the problem?
(1) Enable the #webvr flag.
(2) Visit https://webvr.info/samples/03-vr-presentation.html
(3) Observe that a ""Installed VR module" info msg appears.
(4) Refresh the page.

What is the expected result? If the info has already appeared and the module was installed, then it shouldn't appear again when refreshing the page.

What happens instead? "Installed VR module" appears every time you refresh the page or visit any WebVR site.
