SingleSignOn not working on headless mode

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Example URL:
Corporate URL, will not work outside company network

Steps to reproduce the problem:
1. When I open the corporate URL using the normal Chrome browser it gets logged in based on the certificate of SSO
2. When I try with Headless mode the login page appears

What is the expected behavior?
When I use --headless the page should get automatically logged in based on SSO

What went wrong?
The page which gets automatically logged in based on SSO on normal chrome browser the same page does not get logged in while we open in headless mode. Instead the login page gets appeared.

P.S. - we do not have any credentials to log in; the page must get logged in via SSO certificate only.
