the On Startup action "Continue where you left off" in Chrome doesn't work after latest update

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS aarch64 11151.59.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.94 Safari/537.36
Platform: 11151.59.0 (Official Build) stable-channel hana

Steps to reproduce the problem:
1. Open Chrome
2. Open Settings
3. Scroll to 'On Startup' section and select 'Continue where you left off'
4. Close settings
5. Open a new tab
6. Navigate to any website
7. Close Chrome
8. Open Chrome again and it won't be at the previous website; instead, it will be at the new tab page

What is the expected behavior?
Chrome is supposed to save the state of your previous session and reopen whatever tabs you previously had open.

What went wrong?
It appears to have occurred after one of the recent patches. I continually leave a set of tabs opened, and I happened to close Chrome out. Then, when I reopened Chrome it immediately went to the New Tab page instead of reopening my tabs.

Did this work before? Yes Unfortunately, I don't have a version number or don't know how to find the version history. It worked when I first got my Chromebook recently.

I tried changing the setting On Startup action back to 'Open the New Tab page', closing Chrome, reopening Chrome and then setting it back to 'Continue where you left off'; however, the results are still the same. No matter what setting I have for the On Startup action, Chrome will default to opening a new tab every time it is opened.

The 64-bit version of Chrome (version 71.0.3578.98) on a Windows 10 laptop I use does not exhibit this same behavior. It's hardly conclusive, but I figured it may be worth mentioning.
