OS: Win(7,8,8.1,10) ,Mac(10.13.1 , 10.13.6 , 10.14.2)and Linux(14.04 LTS).

Steps to reproduce:
1. Launch chrome and navigate to above URL.
2. Now click on three dots such that overflow menu will open and observe.

Actual Result  : Movement of text is seen after clicking on overflow menu of PiP.
Expected Result: Movement of text should not be seen after clicking on overflow menu of PiP.

This is a regression issue, broken in 'M72', below is bisect info:
