Flickering is seen on the webpage while switching between tabs in tabswitcher mode

App Version: 72.0.3626.58
iOS Version: 12.1.2, 11.4.1
Device: iPhone Xr, iPhone 7, iPhone 5s(iPhones only) 

Steps to reproduce:
1.Launch Chrome
2.Open new tab from menu → Tap on any article → Go to tab switcher mode
3.Visit first NTP tab → Go to tab switcher mode → Tap on the open article tab → Observe

Observed results: Flickering is seen on top of the webpage after visiting from NTP

Note: Issue does not reproduce when flags #out-of-web-fullscreen and #browser-container-fullscreen are disabled

Expected results: Flickering should not be seen on top of the webpage after visiting from NTP

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install:Yes
Bug reproducible after clearing cache and cookies:Yes
Observed behavior in Chrome Mobile on Android:No 
Check for similar behavior on Firefox/Safari:NA 
Bug reproducible on current stable build (App Version, iOS Version):No on 71.0.3578.89, iOS Version-12.1.2,11.4.1 
Bug reproducible on the current beta channel build (App Version, iOS Version):Yes on 72.0.3626.58, iOS Version- 12.1.2,11.4.1

Looks like there is a scroll position change as you switch tabs.

This looks like Issue 908796, which was merged into M72 this morning.  Can you verify whether this still reproduces with the next beta?

Marking as WontFix.  The fix for Issue 908796 was reverted, as it introduced  Issue 920655 .  After talking with Kariah, we decided that  Issue 920655  is worse than this bug, so we're intentionally shipping M72 with this bug.
