Over-sensitive scrolling in notification panel on Pixelbook

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11151.61.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36
Platform: 11151.61.0 (Official Build) stable-channel eve

Steps to reproduce the problem:
1. Open notification panel by tapping 'Clock' in Shelf
2. Scroll through the notification list using two fingers on trackpad
3. Accidentally opens a notification content

What is the expected behavior?
Scrolling through the list smoothly

What went wrong?
When scrolling with two fingers, the cursor would open the notification content accidentally.

Did this work before? Yes Before version 70 revamp

Chrome version: 71.0.3578.98  Channel: stable
OS Version: 11151.61.0
Flash Version: 32.0.0.101

Using a mouse to scroll will not cause this issue, only with the built-in trackpad
