Regression : Unnecessary 'I-beam' pointer is seen at L.H.S top edge screen in Sign out screen when tabbing |

Issue descriptionChrome Version: 73.0.3669.0/11580.0.0 dev channel Kip OS: Chrome What steps will reproduce the problem? (1)Sign into User -> now at Uber Tray select 'Sign out' (2)In sign out screen press 'Tab' button and cursor should be at 'Password' field only -> now observe unnecessary 'I-beam' pointer is seen at L.H.S top edge screen (Please refer Video) Expected: No such unnecessary 'I-beam' pointer should be seen at L.H.S top edge screen Actual: Instead unnecessary 'I-beam' pointer is seen This is Regression Issue as same is working fine on M-71 Note : Issue is also seen on M-72

I'm not actively working on textfield code. LoginPasswordView may be able to use views::Textfield::SetCursorEnabled(bool enabled); to show and hide the caret as needed, or maybe more general changes to views::Textfield placeholder text behavior are warranted (should the placeholder text disappear when the textfield has focus?). If this is indeed a regression, a bisect would help identify the cause and the old/desired behavior.

Oh, I misunderstood, there's a brief flash in the top left of the screen. Still, a bisect would help, and I'm not the right owner.

There hasn't been a consistent maintainer, afaik; CC'ing some Views folks.
