What steps will reproduce the problem?
(1)Recover Build >> In OOBE screen, enable Dictation dialogue box
(2)Hover the mouse on the buttons in Dictation dialogue box and observe ho blue line highlight is seen(please refer video)

Actual: No such highlight is seen on  hovering the mouse on the buttons in Dictation dialogue box
Expected:Blue line highlight should be seen while hovering the mouse on the buttons in Dictation dialogue box

Rising this as a New Non-regression issue,as the new highlight is seen in 73.0.3669.0/11580.0.0 dev
