What steps will reproduce the problem?
(1)Sign into user >> From ubertray/Accessibility >> enable 'Highlight mouse cursor' and 'Dictation'
(2)Move the cursor on screen and observe highlight gets struck(please refer video)
Actual: 'Highlight mouse cursor' gets struck when dictation dialogue is opened
Expected: 'Highlight mouse cursor' should not get struck when dictation dialogue is opened
This is a Non-Regression issue seen from M-70
