Regression: Unnecessary separator line is seen in chrome://settings/syncSetup page

What steps will reproduce the problem?
(1)Sign into account which asks for Sync Passphrase
(2)Open chrome://settings/syncSetup and observe the unwanted separator line

Actual: Unnecessary separator line is seen in Advance sync settings
Expected: No such unnecessary separator line should be seen

This is a Regression issue as same works fine in 72.0.3626.49/11316.66.0 beta

This was my change (for Unity). Is this a huge issue?

Because it's going to be merged back to M72 if it's not.

@tangltom: Can you reference the CL that broke this here?

I don't think the separator line is a big issue. We should fix, but probably does not need to block anything.

I added border-top to #existingPassphrase.
