What steps will reproduce the problem?
(1)Recover build >> Go to Sign into your chromebook page -> click More options -> Create account
(2)Enter your name ->Next  >> Open country code dropdown >>click Back button and observe weird  scrollbar
(3)Again give your name ->click Next and observe weird struck(please refer video)

Actual: Unnecessary scrollbar is seen and also performing any operations page gets struck
Expected: No such weird behavior should be seen 

This is a Non-Regression issue seen from M62
