Your reproduction steps are missing something - specifically the site to load that links to the page that dumps the Referer header. If I navigate directly to https://www.whatismybrowser.com/detect/what-http-headers-is-my-browser-sending (which dumps all headers sent by the browser), nothing is output for REFERER because there is none. The value present for the Referer header depends on what URL referred you to that page, and the referrer policy (https://www.w3.org/TR/referrer-policy/) set by the referrer.
