Chrome Dev Android crashes when opening PWAs

Issue description

Steps to reproduce the problem:
1. Go to https://subfiresuite.com/m2 on an Android 8 or 9 device that supports installing PWAs
2. Add to home screen
3. Attempt to open the newly installed PWA

What is the expected behavior?
It opens correctly.

What went wrong?
dialog: "Chrome Dev keeps restarting"

Did this work before? Yes 72 or a previous 73 - this worked fine last night

Does this work in other browsers? Yes

Chrome version: 73.0.3667.2  Channel: dev
OS Version: 9
Flash Version: 

Chrome Dev on my android *just* updated this morning. The problems started almost immediately after.  I have cleared cache, and attempted to uninstall and reinstall.  Crash continues.  the page appears to work fine within the browser itself.

*1* of my apps is still working (https://subfiresuite.com/base) but the others all crash.

The app is from create-react-app.  The service worker is configured to skip waiting - I hate the amount of work it takes to load the latest version.
 
Other apps saved to home screen (not PWA - no service worker registered) are also crashing when opened that way.

The apps work fine when opened in Chrome Stable and added from there, version 71.0.3578.99.

My apologies - OS Version should be 8.0.0, not 9.

jws.fbmm@: Unable to reproduce the issue using 73.0.3667.2 and 72.0.3626.53, no crash is seen on adding https://subfiresuite.com/m2 to homescreen and opening it using Pixel 2 XL device. 

Could you please provide 16 digit crash id from chrome://crashes, also please provide device details and screencast of the issue, this would help in further triaging.
