Consolidate AnonymizerTool

Currently there are two copies [1][2] of AnonymizerTool which have gotten out of sync. We should either deduplicate the code or devise a mechanism to keep both versions in sync.

Before taking action, it probably makes sense to ask Dominic: What was the plan for long-term maintenance at the time when AnonymizerTool was copied over?
