Getting 504 error from fcm - while trying to implement web push

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Create a project with service worker
2. Generate vapid keys using web-push library
3. Not able to subscribe the user. FCM return 504 error. 

What is the expected behavior?

What went wrong?
FCM return 504 error.

Does this work in other browsers? N/A

Chrome version: 71.0.3578.98  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
