Can not insert new location on omnibox while on fullscreen mode

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. F11 to enter fullscreen mode
2. Ctrl + L to access omnibox
3. try to insert a location ex.: mysite.com [enter]

What is the expected behavior?
expected to be able to navigate to mysite.com

What went wrong?
nothing is inserted to de omnibox

Did this work before? N/A 

Chrome version: 71.0.3578.98  Channel: stable
