Show WebRTC peer connections in the Network panel

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Open the Developer Tools.
2. Go to the Network panel, disable any filter.
3. Go to https://appr.tc and join a room (repeat in two tabs/devices for the same room, so you will have a connection).

What is the expected behavior?
Peer connections are monitored and visible, perhaps with some media information, speed/bitrate, active streams and so on.

What went wrong?
Peer connections are not included. chrome:webrtc-internals must be used instead.

Thanks for the request.  This likely requires much thinking around use cases and workflow.

This is a good feature request, it looks like someone else wanted it a while ago but we closed it without implementing it:  http://crbug.com/431556 
I'll keep this open since I think it would be a good feature to have. If this gains enough interest, we could consider adding instrumentation
