What steps will reproduce the problem?
1. Open a spreadsheet in Google Docs.
2. Switch keyboard layout to Bulgarian.
3. Select a cell.
4. Press Ctrl+T to open a new browser tab.

What is the expected result?
A new browser tab should open.

What happens instead of that?
Nothing happens

Similar behaviour happens with whatsapp web application (web.whatsapp.com). If a Cyrillic keyboard layout is selected, sending with enter doesn't work.

There was a similar bug in the past and it was resolved. Unfortunately, I can't find the exact issue.
