Clear browsing data shortcut key does not work when the Omnibox has focus

What steps will reproduce the problem?
(1) Click in the Omnibox
(2) Press Ctrl + Shift + Delete

What is the expected result?

Clear Browser Data settings dialog appears.

What happens instead?

The highlighted text in the Omnibox gets deleted. As though the user only pressed Delete.
