Cannot open PDFs with older password scheme and non-ASCII passwords

Chrome Version: Any version up to 73.x
OS: Any desktop OS

What steps will reproduce the problem?
(1) Try to open the attached PDF
(2) Enter the password: hôtel.

What is the expected result?

PDF should open.

What happens instead?

PDF opening fails.

This issue was pointed out in https://bugs.chromium.org/p/pdfium/issues/detail?id=1194#c5

And actually attaching the test case.

Status: WontFix (was: Assigned)
Fixed on the PDFium side instead.
