Cannot autofill credit card info on localhost or in chrome extensions

Issue description

Chrome Version: 71.0.3578.98 (Official Build) (64-bit)
OS: Mac OS X 10.14.2

What steps will reproduce the problem?
(1) Visit chrome://settings/payments and ensure that you have a credit card registered with your browser
(2) Host the attached index.html file from a local development server
(3) Open the file using a http://localhost address
(4) Select the Card Number field

What is the expected result?
The user is able to populate the test form with credit card information.

What happens instead?
The use see an error message below the input field stating "Automatic credit card filling is disabled because this form does not use a secure connection". 

This error also occurs inside Chrome Extensions popups.
