"loadingFinished" event is never dispatched for iframe document requests in a page

Issue description
UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36
Steps to reproduce the problem:
1. Launch Chrome with remote debugging port enabled
2. Connect to devtools via websocket, e.g. `ws = new WebSocket('ws://localhost:59576/devtools/page/9F682AEFD3C44A2597FC92839D005E53')`
3. Register echo message handler, e.g. `ws.onmessage = function(res) { console.log(res.data || res) }`
4. Send `'{"id": 1, "method":"Network.enable", "params": null}'` command
5. Send `'{"id": 2, "method":"Page.navigate", "params": { "url": "https://itunes.apple.com"} }'`
6. Wait for the page to load and network events coming in
7. Look for requests to `https://staticxx.facebook.com/connect/xd_arbiter/r/j-GHT1gpo6-.js?version=43`, `https://www.facebook.com/v2.0/plugins/like.php?action=like&app_id=220476548018667&channel=https%3A%2F%2Fstaticxx.facebook.com%2Fconnect%2Fxd_arbiter%2Fr%2Fj-GHT1gpo6-.js%3Fversion%3D43%23cb%3Df3bf8e9a177887%26domain%3Dwww.apple.com%26origin%3Dhttps%253A%252F%252Fwww.apple.com%252Ff10ece8718c7c7%26relation%3Dparent.parent&container_width=50&href=https%3A%2F%2Fwww.facebook.com%2FiTunes&layout=box_count&locale=en_US&sdk=joey&share=false&show_faces=true&width=50`, or `https://www.facebook.com/v2.0/plugins/like.php?app_id=220476548018667&channel=https%3A%2F%2Fstaticxx.facebook.com%2Fconnect%2Fxd_arbiter%2Fr%2Fj-GHT1gpo6-.js%3Fversion%3D43%23cb%3Df1369b88026b558%26domain%3Dwww.apple.com%26origin%3Dhttps%253A%252F%252Fwww.apple.com%252Ff10ece8718c7c7%26relation%3Dparent.parent&container_width=50&href=https%3A%2F%2Fwww.facebook.com%2Fapplemusic&layout=box_count&locale=en_US&sdk=joey&share=false&show_faces=true&width=50`. They're document requests for 3 iframes on the page (you can see by inspecting the elements).
8. You will only see "requestWillBeSent" and "responseReceived" events, but no "loadingFinished" events for the aforementioned requests.
* You can find the console logs of me executing the above steps in the attached file
What is the expected behavior?
"loadingFinished" should be dispatched to devtools clients for doc requests of iframes
What went wrong?
"loadingFinished" event is never dispatched for iframe document requests in a page
Did this work before? Yes Not sure about v69 or v70, it at least worked in v68
