CrOS FR: Provide different format options to recordings made with the native Camera app on Chrome OS

Issue description

Summary: After the changes made to Chrome OS that confirmed the only recording format for the native Camera app is .mkv, a customer has proposed that he'd like to get the option to choose different recording formats (at least to get the .webm format added as a possible format to their recordings). 


Use case / Motivation: The customer has a web portfolio that primarily works with files on this format. They'd like to be able to obtain their recordings on this format, and getting better formats would greatly increase the options for users to record using the native Camera app.


Existing workarounds: Use a third-party converter to get .mkv videos converted to that format.

What's exactly the request? WebM can only support VP8/VP9, Mkv would 
support any (H264, VP8, VP9). Under the hood, the produced container
is the same, since WebM is a subset of Mkv.
