If browser does restoring without internet access, then form data is lost

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.80 Safari/537.36 Steps to reproduce the problem: * Open https://zerobin.net in Chromium * Type some text into text area, but don't submit * Open chrome://inducebrowsercrashforrealz in a new tab * Browser will crash, open it again * Switch off internet connection * Click "restore tabs" * Zerobin will open back, but the site will not be shown, instead I will see text "No internet" * Switch on internet connection * Zerobin will automatically load and... (see below) What is the expected behavior? Form data should be restored What went wrong? Form data was not restored Did this work before? No Chrome version: 71.0.3578.80 Channel: n/a OS Version: Debian Stretch Flash Version: This is very important. Sometimes my whole OS crashes. Then I boot my computer, then I start browser and click "Restore". And often I forget to enable internet connection before clicking "Restore". And then (because of this bug) form data is lost permanently. And this is very annoying. Moreover this bug is one of the reasons why I'm now writing extension to reliably save and restore tabs (but not the only reason)
