Night Light causes device lag and touch input issues

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 11151.59.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.94 Safari/537.36 Platform: 11151.59.0 (Official Build) stable-channel nocturne Steps to reproduce the problem: 1. Enable Night Light 2. 3. What is the expected behavior? For the Pixel Slate to not have performance issues and touch input issues. What went wrong? When enabling Night Light, the Pixel Slate's performance slows down in both Chrome and Android apps, and a lot of touch inputs do not go through. Did this work before? N/A Chrome version: 71.0.3578.94 Channel: stable OS Version: 11151.59.0 Flash Version: 32.0.0.101

+dcastagna@ That is strange. NL shouldn't do this on Slate since we're using the CRTC color matrix, so the device should behave exactly the same as if NL is off.

If it helps to know, using an Android app like "Twilight: Blue light filter" also causes the same touch input issues.

I made a quick video showcasing the touch issues. You can see me enabling Night Mode, then attempting to do full scrolls to the bottom of the page. Then you see me attempting to write the word "test" over and over with a spacebar press in-between each "test".
