Given that FTP is in maintenance mode, not sure we want to invest in digging into this.  Suggest just removing the fuzzer.  When the fuzzer was written, the infrastructure wasn't sending 400k files at fuzzers, and I believe fuzzer infrastructure performance characteristics were also different (PostTask didn't destroy performance as much as it does now).  I don't think we want to spend time keeping up with fuzzer infrastructure changes in code that's in maintenance mode.
(In maintenance mode, with a desire to remove, that is)
