virtual/origin-trials-runtimeflags-disabled/http/tests/origin_trials/webexposed/legacy-performance-memory-counters-enabled.html is failing

The test appears to be failing on all platforms.

Output:

FAIL Test legacy performance memory counters are enabled via origin trial. assert_less_than_equal: used without external memory <= total without external memory expected a number less than or equal to 3230664 but got 3230792
