Lighthouse simulated view can draw over downloads bar

Chrome Version: 73.0.3668.0 (Official Build) Revision	645ee4cd4de84c30b9746ffc90919f870cb8b245-refs/branch-heads/3668@{#1} (64 bit)
OS: Mac(10.13.1 , 10.13.6 , 10.14.3)  

Steps to reproduce:
1. Launch chrome, Save the page by giving cmd+s and downloaded file is seen in download shelf.
2. Navigate to 'https://permission.site/', open DevTools and perform audit.
3. Hover mouse on downloaded files in the download shelf and observe.

Actual Result   : Post audit,part of download shelf is seen only on mouse hovering.
Expected Result : Download shelf should be seen properly post audit.

This is a regression issue broken in M-70 and will soon update bisect information:
Good Build : 70.0.3503.0 (Revision : 578160)
Bad Build  : 70.0.3504.0 (Revision : 578510)

Note: Issue is not reproducible on Linux(14.04 LTS) and Windows(7,8,10) OS.

@Elly : Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note: 
1. Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message for above range. (tried on other machines but still getting the same error again)
2. Hence providing suspect manually from change log.
