  1.  Launch chrome canary.
  2.  Open any webpage.  Ex : facebook.com, wikipedia.org
  3.  Scroll to the bottom of the page.
  4.  When at the bottom of the page scroll up once again 

Observed results:
Notice that the bottom toolbar and omnibox elements flicker

Expected results:
No flickering should be noticed
