After https://chromium-review.googlesource.com/c/chromium/src/+/1394523 lands, FamilyInfoFetcher will be using an AccessTokenFetcher to fetch access tokens for the primary account, and observing IdentityManager to determine when a refresh token is available for the primary account. This is a great opportunity for simplicification via usage of PrimaryAccountAccessTokenFetcher in kWaitUntilAvailable mode.
