Regression: Unnecessarily Ethernet Connecting is seen even though no Ethernet is connected

What steps will reproduce the problem?
(1)Recover build>> Navigate to Connect to Network screen and observe unnecessary Ethernet connecting is seen

Actual: Unnecessarily Ethernet Connecting is seen even though no Ethernet is connected
Expected: No such issue should be seen

This is a Regression issue as same is working fine in 73.0.3666.0/11555.0.0 dev Celes

NOTE: Ethernet section is seen even in chrome://settings also

This is odd. Is it repeatable, and does Ethernet still show up after logging in? A feedback report would be helpful, but this is most likely a low level problem where Shill thinks that Ethernet is connecting.
