What steps will reproduce the problem?
(1)Sign-in to user>> Click on App Launcher and open Play store app and observe

(or)

(1)Sign-in to user>> Navigate to chrome://settings and turn on Play store>> observe Play store icon in the shelf keeps on loading and play store window is not seen

Actual: Play store icon in the shelf keeps on loading and play store window is not seen
Expected:No such issue should be seen 

This is a Regression issue as same is working fine in 73.0.3666.0/11555.0.0 dev Celes

NOTE: Issue is not seen when we enable Playstore in Sign-in screen
