Regression:Two focus rings are seen on 'Add' button on 'chrome://settings/payments' page.

Issue description

Chrome Version: 73.0.3668.0 (Official Build) Revision	645ee4cd4de84c30b9746ffc90919f870cb8b245-refs/branch-heads/3668@{#1} (32/64 bit)
OS: Win(7,8,8.1,10) ,Mac(10.13.1 , 10.13.6 , 10.14.2)and Linux(14.04 LTS).

Steps to reproduce:
1. Launch chrome and navigate to 'chrome://settings/payments'.
2. Press tab key until focus reaches to 'Add' button.
3. Now mouse hover on 'Add' button and observe.

Actual Result  :Dual focus rings are seen on 'Add' button after mouse hovering.
Expected Result: Dual focus rings should not be seen on 'Add' button after mouse hovering.

This is regression issue broken in ‘M-73’ and soon update other bisect info

fairly sure https://crrev.com/c/1405724 will fix (which should be included in tomorrow's canary)
