Regression: On mouse-hovering 'Turn on Sync' button focus is not seen as expected.

Issue description

Chrome Version: 73.0.3668.0 (Official Build) 645ee4cd4de84c30b9746ffc90919f870cb8b245-refs/branch-heads/3668@{#1}(32/64-bit).
 	
OS: Win(7,8,8.1,10)
	       
What steps will reproduce the problem?
1. Launch chrome and Open NTP.
2. Navigate to chrome://settings and use TAB key to bring focus on 'Turn on Sync' button.
3. Now Mouse-Hover on 'Turn on Sync' button and Observe.

Actual Result: On mouse-hovering 'Turn on Sync' button focus is not seen as expected.
Expected Result: On mouse-hovering 'Turn on Sync' button focus should be seen as expected.

This is a regression issue broken in M-73 and will soon update other info:
Good Build : 73.0.3667.0(Revision:621407)
Bad Build : 73.0.3668.0(Revision:621859)

Note: Issue is seen for all buttons with dark blue background color.
