Steps to reproduce the problem:
1. Install any other android app(such as YouTube) from play store. Launch app and maximize to full-screen.
2. Launch the attached app. Observe video is playing.
3  Switch to other android app which is full screen.
4. Again get back to original app.
5. Move cursor near to top title bar. (Observer video is frozen)

6. It also repro's with any dialog shown on top of video.

What is the expected behavior?
Video should not freeze. It should continue to render video.

What went wrong?
1. Video got frozen.
2. Issue seems to composition of surfaceview and other windows of dialog fragment or title bar.
3. If dialog on surface view is made transparent, video is only render in dialog portion.
4. Frozen state will continue after disappearing of dialog.

Did this work before? Yes Not observed with Android N with Chrome OS

1. Issue also repro with other media player app such as VLC.
2. Youtube app show stutters when title bar is hidden/shown with above repro steps.
