Gesture not works and suggest line not displayed in Dutch keyboard in scarlet device

Chrome os:
Version 72.0.3626.54/11316.71.0 dev-channel scarlet test
Input tools version:
72.0.20190106.228096708 (RC08)

REPRO STEPS:
1.Switch to Dutch-Netherlands/Belgian keyboard
2.Slide over the keyboard or tap any key

Actual:
Gesture not works and suggest line also not displayed

Note:
1.It works in Kevin device with the same version
2.Repro in input view keyboard and A11y keyboard

Also repro in Brazilian keyboard,Portuguese keyboard,Italian keyboard,Norwegian keyboard ,etc.

In scarlet device, repro in corp account log on and @chromium.org log on ;
In kevin device, works for any account log on system;
