Accent window display incorrect character for Japanese input keyboard with shift key pressing down

Issue description

Chrome os:
Version 72.0.3626.54/11316.71.0 dev-channel kevin test
        72.0.3626.54/11316.71.0 dev-channel scarlet test
Input tools version:
72.0.20190106.228096708 (RC08)

REPRO STEPS:
1.Switch to Google Japanese input (for us & Japanese keyboard)
2.Press down shift key 
3.Long pressing the first line keys
4.Check pop up accent window

Actual:
Upper character in each key and pop up accent window display digital ,
but submitted symbol characters, 
refers to attached video

Expected:
Upper character and pop up accent window should display related symbol
