Virtual keyboard not work

Chrome Version: R73-11559.0.0 on Meowth (nocturne)
OS: CrOS

I was asked to log in after flashing new image on Meowth. My password contains
"@" but I could not input it. When I pressed "@" button, "2" was printed. And all
of characters in the same row with "@" on virtual keyboard did not work.

I am not sure whether it is a bug or only happens on my machine.

Drive-by FYI: That version has SingleProcessMash enabled. I don't think that would affect just 1 row of virtual keyboard, though.
