Back arrow should bring user to launcher when at the bottom layer of the app

Issue description

Currently, if user is at the bottom layer of the app (e.g. on the start screen of Chrome), pressing the back arrow does not do anything. Ideally, it should bring user back to homecher.

Not really a shelf bug. Arguably not really a launcher bug either, more like a general navigation thing... Whom should we route this to? Making this UI > Shell for now.

I'm guessing she meant once you've exhausted all the "layers" of "backitude" within the app? :-) Meaning that if you hit back once more, there's nowhere to go anymore within the app, the only thing that would make sense would be to take you out of the app and back to homecher?

I interpret the same thing as Manu did. The  back button just generates the a VKEY_BACK event sequence, so it doesn't do anything that plugging a keyboard and pressing F1 doesn't do. So I think this is a general navigation thing. I remember there was a separate bug for a discussion on this, but I cannot find it. I think fukino@ and oka@ were on that thread maybe.
