Cursor gets stuck in corners while using magnification

Issue description

Chrome Version: Google Chrome 71.0.3578.94 (Official Build) beta (64-bit)

Chrome OS Version: Platform 11151.59.0 (Official Build) beta-channel nami-unibuild (akali akali360 nami pantheon sona syndra vayne ekko bard)
 
Chrome OS Platform: Acer Chromebook 13

Firmware: Google_Nami.10775.19.0

Steps To Reproduce:
(1) Launch full screen magnification:
     (a) Open the ‘Accessibility Settings’: Click your account photo > Settings > Advanced (at the bottom) > Manage Accessibility Features
     (b) Scroll down to the ‘Display’ section and click the toggle switch for ‘Enable screen magnifier’ 
(2) Zoom in by any amount by holding down ctrl + search and pressing increase brightness any number of times.
(3) Use the touch pad to move the cursor into any bottom corner of the screen (i.e. near the clock). 
(4) Move as far into the corner as possible.

Expected Result: Cursor should move normally

Actual Result: Cursor gets stuck in the corner and jiggles/flashes until you completely zoom out (ctrl+search+decrease brightness). 

This occurs often, but not always, and is a little tricky to reproduce. If it doesn't occur the first time the cursor is moved to the corner, try moving in and out of the corner a few times (small back and forth motion).

This bug is problematic when trying to access menus and toolbars near the bottom corners of the screen, as well as the clock and notifications. The workaround to un-stick the cursor is to zoom out completely, then zoom in again to the desired setting.




 
Tiny note: I think it's Ctrl+Alt+Brightness keys to zoom in/out of the magnifier, right?

I can repro. Clicking seems to get me un-stuck, can you confirm?

@jennyz, do you have any guesses? Do you think there's any chance this is related to the mouse cursor following code?

Feel free to assign back to me after giving any input, or if you don't have any ideas.

Ctrl+alt+brightness keys is correct. My original keystroke description was an error. 

I can confirm that clicking does un-stick the cursor.
