Add "Enable incognito snapshots in Android recents" flag to chrome://flags

Steps to reproduce the problem:
Add the "enable-incognito-snapshots-in-android-recents" flag to chrome://flags so it can be enabled for testing, which is currently only possible to do with a rooted device.

What is the expected behavior?
