Can't use middle button on mouse to open new tabs anymore

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Go to any site with external link
2. Use middle mouse button to open as new tab
3. Pop Up Blocker will appear, no new tab

What is the expected behavior?
To open the new tab

What went wrong?
No changes to Chrome pop up settings, but can no longer open new tabs via middle wheel mouse button unless pop ups allowed

Did this work before? N/A 

Chrome version: 71.0.3578.98  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
