browser keeps glitching out on almost any websites except new tab and google drive

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/73.0.3667.0 Safari/537.36

Steps to reproduce the problem:
1. go to almost any website
2. it will start completely freaking out
3. 

What is the expected behavior?
It should load the website just fine

What went wrong?
Chrome canary starts glitching out on any website

Did this work before? Yes 72

Chrome version: 73.0.3667.0  Channel: canary
OS Version: OS X 10.10.3

Unable to reproduce the issue on chrome reported version# 73.0.3667.0 using Mac 10.12.6 with steps mentioned below:
1) Launched chrome reported version and navigated to some random websites
2) Able to see pages loads without any glitches

@Reporter: Please find attached screencast for your reference and system GPU details. Try to test this issue with no apps and extensions in it and let us know if the issue still persists, also provide GPU details by navigating to Chrome://GPU.
