On-demand DFMs: Result callback not called after re-requesting module too many times

When requesting a module, and the module install fails, for many times in a short period of time, the result callback will not be called anymore. It should still be called with success set to false.

Currently, we track work in feature modules with the DFM label. We don't have a component for it (maybe we should have).
