Screen Readers can read the contents of iron-a11y-announcer

Issue description

Set as default section:  After scrolling through skip/ set as default
buttons, pressing down arrow results in screen reader announcing
messages from prior page. Example: 'Bookmarks added' or 'bookmarks'
removed

This is caused by iron-a11y-announcer being at the end of the page. We can't hide this text because it won't be read out loud anymore. The same behavior can be seen in chrome://settings when we search

I'm not sure what we can do to mitigate this. Maybe clear after a timeout, but how long is long enough for an announcement? That seems a bit hacky and it's also something that might be better as part of iron-a11y-announcer

Summary: Screen Readers can read the contents of iron-a11y-announcer (was: Navi A11y - Screen reader announces messages from previous page)
Since this affects all screen readers and all webui, I'm removing Porj-Navi and adding the UI>Browser>WebUI component. Also updated Summary to match the underlying issue.
